Based in Tulsa, Oklahoma, Program Management Group has provided management services for capital improvement projects totaling over $1.2 billion.  Our most notable experience has been managing Tulsa County’s “4 to Fix the County” and Vision 2025 programs, and the Muscogee (Creek) Nation’s Phase 2, the River Spirit/Margaritaville project managed by PMg Native.

PMg currently offers direct services in Oklahoma, Texas, Missouri, Arkansas, Louisiana, Kansas, Nebraska, Colorado, Illinois, Florida, Nevada, New Mexico, Minnesota, Wisconsin and Arizona, with extended services nationwide.  Our staff includes a group of industry professionals with sophisticated knowledge, experience and expertise across multiple industries.

Kirby Crowe – Owner/ Managing Director

Kirby is the Director of our Program Management division, responsible for public sector work as well as quality implementation and control firm-wide. As the firm’s Managing Director, Kirby is also tasked with oversight of the company’s daily operations.

He is a valuable asset to PMg’s clients and personnel, providing more than 35 years of governmental contract administration and program management experience.



Gaylon Pinc – Owner/
Sr. Environmental Program Manager


Gaylon is responsible for PMg’s environmental projects, including the Arkansas River Corridor Master Plan implementation.  He came to PMg with decades of experience as a division manager in environmental and regulatory quality compliance, with an obvious, proven commitment to protecting and improving the environment.  Gaylon has a thorough understanding of not only the impact a project has on its surroundings, but also the impact that environmental and development regulations have on a project. Gaylon’s vast contacts and in-depth understanding of regulatory compliance make him invaluable to PMg.



Tanita White
Program Manager


Tanita is responsible for program administration for large, complex projects that oftentimes involve a similarly complex financial component. She is a member of the Kaw Nation and part-owner of PMg Native, which specifically serves Native American project owners.

Detail-oriented and highly organized, Tanita focuses on contract administration, budget management and document compliance audits.



Randall Hull, AIA
Senior Program Manager

Randall is a licensed architect as well as an experienced developer and builder, with almost 30 years of professional experience.   His grasp of the total scope of construction allows him to produce creative solutions as manager of complex programs. His team coordination, from contractors to the project owner, keeps projects moving forward.

Randall has designed and developed offices, single-family residences, churches, retail and medical complexes, and subdivisions.  His visionary approach, his problem-solving skills as well as design and graphic presentation skills have been instrumental in allowing clients to understand the potential of their vision.


Bill Savage, AIA
Director of Business Development


Bill is responsible for client development, proposal and campaign development, as well as assessment of marketing opportunities. In addition, Bill oversees and coordinates our work within the affordable housing market, managing projects across our 10-state region.

He is a licensed architect, an experienced Project Manager, and an Oklahoma State University graduate with 30 years of industry experience.

Julie is responsible for project management in a number of market segments, with concentrated experience in religious and education facilities.  Her background includes complex construction and relocation projects spanning several years and totaling more than $70 million.  As a graduate from the University of Oklahoma with a degree in Finance, Julie brings a financial background and extensive experience as key components to her project management abilities, financial analysis and reporting.

Mike contributes a wide range of talents to the projects at PMg, gathered from experience in multiple phases of construction. A graduate of the University of Oklahoma, he has spent 29 years in the commercial industry. Mike knows the design, planning, and cost-estimation elements of new projects, as well as the labor and site-supervision portion of mature projects.

Mike fills a vital role in the third-party construction observation market of PMg. His full-scope perspective contributes to thorough site inspection and reporting.


Lisa Claxton
Director’s Assistant


Lisa is essential to the efficient operations of PMg . Her public relations education and over a decade of office management have equipped her to work closely with PMg management. She helps organize their substantial responsibilities, while overseeing the daily operations of the office.

Lisa is responsible for the monthly reporting of various programs, and assists on related committees. She excels at introducing the public to PMg with a positive first impression.


Bill Howard
Program Manager


Bill holds a Construction Management degree from Oklahoma State University, with over 30 years of industry experience that includes business ownership as well as owner’s representation. This unique experience has demanded that Bill have a firm grasp of each step in the construction process. As a result, he has an in-depth understanding of the priorities and objectives of project owners. Using this first-hand knowledge, Bill has served as an owner’s representative for projects serving medical, educational and religious markets. Bill has managed both existing remodels and new-construction projects ranging from small to large, simple to complex.


Chelsea White
Project Manager


As a project manager, Chelsea has worked with several municipalities in the Tulsa area on projects that include Vision 2025 funding. In addition, Chelsea has over a decade of experience designing and implementing  payment processing procedures for PMg.

Chelsea holds a degree in Management Information Systems from Oklahoma State University, with a minor in Finance, and an Information Assurance and Security option. With roles in project and database management, her contributions are a part of every project at PMg.


Jason Mills
Project Manager

A licensed architect, Jason represents project owners as he coordinates the design, engineering and construction teams.  With nearly 20 years of professional experience, he has led design teams on various commercial, retail, educational, religious and multi-family projects nationwide.

Jason is a graduate of the University of Arkansas and is involved in all aspects of projects, from feasibility and pre-design phases through to project closeout. He is a licensed architect in the states of Arkansas, Colorado, Kansas, Missouri, New York, Oklahoma and Texas.
